Foresight and Scenario Planning

Preparing for more than one future

Definition

Foresight and Scenario Planning is the discipline of widening attention beyond present performance, testing direction against several plausible futures, and keeping strategic choices alive as conditions shift rather than treating them as settled.

The trade-off between optimizing today's model and staying prepared for futures that have not yet arrived.

The tension it resolves

Organizations that execute well often mistake operational strength for future readiness, since a smoothly running model can quietly become a poor fit for where the environment is heading. The failure is rarely a lack of intelligence; it is a habit of treating the current model's success as evidence that it will keep working.

What the competency demands

In practice, this competency requires a standing system for noticing weak signals, forums that separate near-term reliability from longer-horizon interpretation, and a small number of scenarios sharp enough to change real decisions. It only counts when a plausible future actually shifts an investment, a partnership, or a threshold for action.

Across Levels of Work

  1. Level 1 — Quality The work is noticing a repeated anomaly or complaint before it is dismissed as routine noise.
  2. Level 2 — Service The work is recognizing when repeated exceptions signal a larger shift rather than isolated incidents.
  3. Level 3 — Practice Improvement asks whether recurring issues reflect a deeper external shift; innovation tests futures where the current method stops working.
  4. Level 4 — Strategic Development Leaders design capabilities and partnerships flexible enough to remain coherent across several plausible futures.
  5. Level 5 — Strategic Intent Direction commits to a future worth shaping; viability tests whether that future can be carried without depending on one favorable assumption.

This competency has its own chapter in the second edition.
